Does the adhesive industry benefit from anti-dumping laws?

In February 2011 the US implemented anti-dumping duties on imports of polyvinyl alcohol, used in emulsion polymerisation of polymers for waterborne adhesives. Shortly after the libertarian think tank, the Cato Institute, called on reforms of US anti-dumping policy. Across the world such policies shore up the revenues of raw material producers at the expense of downstream industries, like adhesives. But attempts at reform in the EU clearly show that upstream industries are expert at defending that position. For change to happen, industries like the adhesive sector have to improve the co-ordination of their opposition.
